Abstract
The aim of this paper is to assess the viability of the proposal to create regional disembarkation platforms in African territories. The proposal was relaunched by the European Council on 28 June 2018 but the terms for its implementation are not yet clear. The potential options for its implementation are therefore explored, and the conditions which should be respected in order to prevent issues of international responsibility for EU MSs are assessed.
