Abstract

National Recovery and Resilience Plan (NRRP) is a fundamental tool for the structural revival of the Italian economy. Strong attention and debate have, of course, developed on this subject, involving the various institutional levels – European institutions, national government, regions, municipalities and other entities – as well as the economic and social partnership. Equally notable is the attention paid by the mass media. The magnitude of the financial resources put into the field, as well as the setting, on the one hand, of particularly stringent deadlines – sometimes not entirely compatible with the ordinary timetables proper to public administrations – and, on the other, of milestones and targets, to be reached every six months, are putting a strain on the implementation capacity usually registered by the implementing parties in the management of the projects financed
