Abstract
Collective action in the 20th century was based on the individual interest of opportunistic actors, while that of the 21st century will be based on both local and global common goods. The article analyzes the differences between the Global North and the Global South from this perspec-tive, and argues the possible role that countries and local systems of the Global South can play in making the UN Sustainable Development Goals achievable.
