Abstract
The government of Carlos Salinas de Gortari (1988-1994) in Mexico marks an important stage of structural reforms in both the economic and political arena. With the imposition of neoliberal reforms and cuts to the welfare state Salinas creates the Pronasol, a program to fight poverty, a discretionary welfare system, directly managed by the executive branch, and kick-starts great popular consensus.
