Abstract
Despite the opening to a certain political pluralism, the result of which is a form of «minimal democracy», the countries of Sub-Saharan Africa have to face the fact that the control of resources is still in the hands of the old political elites. The institutions that should guarantee the transition to democracy and promote development are still too weak. Is there room for «neo-patrimonial democracy»?
