Abstract
The author reads the courses of 1977-1979, devoted by Foucault to the themes of security, territory and population, in the light of the conceptual and lexical shift from the issue of power to that of government. What emerges is a specific notion of politics, which, in spite of its aiming at being rational (liberal), is crossed by an 'outside' (the governmental-pastoral system) which is not at all eliminated, but instead absorbed and interiorized, becoming the spring of the dominant power devices.
