Abstract
This articles is an introduction to the application of ontologies in public administrations as key-components for information systems that help managing the semantic interoperability bottleneck. The solution suggested starts from an epistemological account of "social" interoperability between citizens, communities, administrations and companies, and pairs such description to the semantic technologies under development in Web Science. Some examples of ontologies are presented which are based on the analysis of some "competency questions", and the reuse of modeling components called "ontology design patterns".
