Abstract

The two terms in the title of this paper represent fundamental values that citizens have the right to expect from their publci sectors. As the selection and provision of public services increasingly is conducted outside the public sector maintaining the linkage between democratic politics and service provision becomes more difficult. This paper examines these linkages and their implications for continuing change within the public sector.
