Abstract
This paper examines that part of the enabling bill implementing art.119 of the Constitution, submitted to the Chamber of Deputies in September 2007. Such proposal of establishing three different equalizing funds within the State budget, would entail a differentiation in dealing with citizens from a Region to another, while legislator purpose seems to be different. The suggested provisions, unnecessarily complex, seems to be devised in order to formally obscure every State responsibility as regards equalizing function. Furthermore, such a bill explicitly refers to "Federalism", while this word does not appear in any article of the Constitution.
