The Lockdown of Economic Activities during the COVID-19 Pandemic: Supply Chains and Territorial Relationships through a Network Contracts Analysis

Abstract

The lockdown phase of the Italian economy, determined by the authorization/suspension of activities for companies belonging to specific sectors implemented with several decrees of the Prime Minister to prevent the spread of the COVID-19 pandemic, has raised the issue of lock of supply chains as an obstacle to the production of goods and services. This article proposes a quantification of this phenomenon through an analysis of the 6,000 network contracts involving over 35,000 Italian companies, deepening the question of the underlying territorial relationships. In the pre-lockdown situation, a link emerges between Southern and Central-Northern companies based on belonging to network contracts equal to almost 35% of the total of the relationships detected, and a reduction based in light of the restrictive provisions of the Decrees to tackle COVID-19 equal to 56.0%.
