Abstract
Since 1945, the world lives under the threat of the atomic bomb. If the biennium 1989-1991 seemed to have marked the end of the equilibrium of Terror, at least since September 11, the new terrorism has brought to an imbalance of power, also concerning the weapons of mass destruction. This means that the thorny question of nuclear weapons remains unresolved, with inevitable repercussions on international law and global geopolitics, as envisaged especially at the time by philosophers such as Karl Jaspers and Sergio Cotta.
