Abstract
The following problem areas are tackled in the text: the bonding agent of the various manifestations of the principle of legality: substantive legality as integration of formal legality; possible explanations of the integration of substantive legality and formal legality; the principal manifestations of the contest between substantive legality and formal legality: substantive legality as a tool for the building of Europe from the bottom; an attempt at counterrevolution: the use of private law; special private law and "ad hoc" laws.
