Abstract
The text deals with the following topics: proportional voting system culture and Law No. 18 of 1979 on the election of members of the European Parliament representing Italy; the transformation of the political party system and the change in the direction of a majority electoral systems of the Chambers; the 2008 elections and the 'simplification' of the political system; Law No. 10 of 2009: the need to consolidate the process of 'simplification' of the political system; the introduction of the clause barring election to the European Parliament of candidates of political parties obtaining less than 4% of the total popular vote.
