Abstract
The essay analyzes the causes and the consequences of the phenomenon whereby laws are increasingly approved without the second chamber making any effective contribution to the text. The author explains this phenomenon by reflecting first of all on the reasons that lie behind the choice for a bicameral system. Moreover, after the analysis of the legislative procedures, the author concludes by offering some proposals that are aimed at revitalizing the bicameral system
