Abstract
The dualism that has characterized the Italian economic and social structure, often complained of by economists and sociologists, seems to correspond to a dualism that impairs the form of government and the form of the State. In the first perspective, a different level of development of institutions and parties can be detected. In the second, a different level of development in the guarantees of social rights and the rights of freedom. It is also due to these conditions of context that the affirmation and evolution of the so-called constitutional democracy has been problematic in our Country.
