Abstract

The article proposes a program not for world government, which is indeed a dream, but for better government in the world. First, it requires to provide all the world's people with a decent and competent state; secondly, so soon as possible statehood is achieved and stabilized, it also needs to be complicated by complementary processes of devolution and alliance; thirdly, the construction of international institutions is required to fill the gaps opened up by state failure or incapacity; finally, a space for the political engagement of individual men and women must be created.
