Abstract

Through a reconstruction of conflicts of attribution involving the Parliament, this essay aims to highlight the new scenarios opened by Ordinance 17/2019 of the Constitutional Court concerning the possibility for single Members of Parliaments and parliamentary minorities to be defined as «Powers-Organs» entitled to specific attributions and thus capable of defending them before the Constitutional Court, with particular regard to the legislative process. The essay also analyzes the potential risks of gradual fragmentation of the parliamentary function and the related limitation of the constitutional autonomy of the chambers.
