Abstract
The article contains the papers presented by the constitutional judges Carlo Mezzanotte and Valerio Onida and the professors from the University of Bologna Angelo Panebianco and Gianfranco Pasquino at the conference held in Rome on 7 October on the theme "Comuni, Province, Regioni e Stato nelle riforme costituzionali della XIII legislatura". Presented on that occasion were the most recent issue, no. 8, of Archivio Isap ("Il governo locale in Francia, Gran Bretagna, Germania", Milan, Giuffrè, 1998) and issue no. 2/1998 of the Isap quarterly "Amministrare" devoted to local government.
