Abstract
The theme of the study is the system of rules governing negotiations between public and private administrations on the contracting-out of town planning. After an introductory and critical description of traditional town planning covenants, the study deals with building rights and compensation for the costs and impact of building development. The analysis then turns to current legal models of negotiation, examinig agreements between the public authorities and the new bargaining parties introduced by law 662/96. The final part of the study is devoted to the behaviour of private organizations in the direct construction of public works on a cost-sharing basis.
