Abstract

The paper aims to examine the guarantee schemes of "equal opportunities" at national and regional level and is aimed at assessing the actual functionality and effectiveness of these policies in order to identify possible additional instruments c.d. gender mainstreaming. In the first part of the work, identified the nature of equal opportunities, the author examines the current legislation the result of a gradual layering legislation. The second part is devoted to the consideration of regional systems, in order to examine the systemic features of both. The constitutionalization of equal opportunities policies at the regional level would have to be a first step towards the effective implementation of the principle at the regional level and in the rationalization of organizations in guarantee of the same. This has not happened and these organizations have proved unable to positively affect the realization of the principle of gender equality.
