Abstract
The great show Milano Expo 2015 has been realized by means of exceptional administrative orders, notwithstanding the existing provisions of law, originally conceived only for natural disasters and other similar circumstances of civil protection. The fundamental principle of the rule of law, recently reaffirmed by the Constitutional Court, does not admit vague and indefinite administrative powers. The same principle requires rather special laws, suitable for special events.
