Abstract
In the european law, Directive 123/2006/CE defines a model of one stop shop as a management tool related to the administrative procedures. The italian law presents two different kind of one stop shops: SUAP (Sportello Unico per le Attività Produttive) manages administrative practices regarding economic activities including non-residential buildings while SUE (Sportello Unico per l'Edilizia) manages residential buildings procedures. Functions, scopes and purposes of both these two one stop shops appear so similar and overlapping that many local administrations merged SUAP and SUE in a single one shop stop that we can call "unified front office SUAP/SUE". In our work we give a first definition of the unified front office SUAP/SUE model, showing the different management solutions adopted by different municipalities and focusing on the organizational impacts regarding the local government and the digitalization of administrative procedures.
