Abstract
The article illustrates the decisive contribution of Giorgio Pastori's thinking on public management reform, intended as change and cultural development, highlighting its depth both in the analysis of the problems and the critical evaluation of the legislative action on the subject, and also in the formulation of the principles that it rests on, its implementation in the constitutional context, and, in particular, concerning the principle of separation of politics from public administration.
