Abstract

The evaluation of Writers in Prison Network (WIPN) has revealed an innovative and well managed programme which is able to respond effectively to the challenges of operating within the prison environ ment. Importantly, the evaluation has identified a significant impact on the development of prisoners' human and social capital which is an essential component of desistance from offending. The full evaluation report will provide a more detailed assessment of the work of WIPN, and an additional focus on areas where WIPN can improve and develop its delivery, and build upon its existing high level of service. This will include recommendations for demonstrating its effectiveness in terms of both intermediate and final outcomes. It will also suggest ways of responding productively to both the desistance agenda and the emerging Payment by Results agenda.
