Abstract
The article takes up the famous essay by Professor Achille Ardigò from 1977 and it want to analyze the changes in welfare in the light of migratory phenomena. These are the author’s considerations regarding the need to adapt local welfare systems for non-citizens. The effects of migration are considered from two points of view: governance and actions of policy makers and the behavior of social workers. Sociology will have to analyze the access to welfare of foreigners and migrants as a typical social phenomenon.
