Sociological Reflections on a Precarious Relationship. Health and the Pnrr between Conservative Tendencies and Transformative Instances

Abstract

The Italian healthcare system has been put under pressure by the Covid-19 pandemic, which has worsened existing critical conditions. Among these, the issue of Primary Health Care emerged prominently. This article aims to analyze Mission 6 of the Italian Recovery and Resilience Plan (Pnrr) and the part concerning the local health services «Case della Comunità» and «Ospedali di Comunità». The analysis focuses on critical issues that already exist in similar local services and potential problems in the realization of the Pnrr proposals and explores the concepts of «community» and «participation» in the health field. In order to do this, a «bottom-up» perspective is taken, investigating how the Pnrr and the principles it contains have been performed by collective social actors involved in struggles for the right to health.
