The Italian Nrrp and the National Industry: In Search of an Industrial Policy

Abstract

If business incentives represent a significant portion of the Nrrp’s resources, this does not seem to contain a clear strategy regarding the future scenario of the Italian manufacturing system. It must be said, however, that the absence of strategic planning on the manufacturing system front could not perhaps be filled in the Plan, given its general significance for the resumption of the socio-economic development of the country. That said, the size of incentives provided for the business system and the resources allocated to physical and technological infrastructures which are destined to further support a part of the industrial sector, represent a significant opportunity, on which, however, it would be useful to measure the expectations. The article aims to read and analyse the Plan in terms of the indications that emerge for the industrial system and about its ability to outline possible strategic choices, highlighting the absence or in any case the weakness of an industrial policy, often only hinted at and which tends to act almost exclusively on the contextual conditions and less on specifics industrials sector
