Social services from emergency to planning: the challenges for future welfare

Abstract

Social services are currently undergoing a significant re-organization due to the approval of the Second National Plan of Social Service 2021-2023, to the implementation of the National Recovery and Resilience Plan and to the pressure inflicted by the pandemic on access to local services. The call for papers for this monographic issue aimed at enhancing a public discussion on the transformation of social services considered as a strategic area of public intervention for the wellbeing of the citizens. The paper is structured in three sections. The first aims to briefly reconstruct the planning scenario of local services, the responsibilities of the Territorial Ambits and the challenges imposed by National Recovery and Resilience Plan. The second section analyses the Essential Levels of social Benefits (Leps) with a particular focus on the supervision process for social workers. The third and final section focuses on the changes that the pandemic has revealed for social workers’ profession
