Abstract

This article aims to analyse the planning process of the social services for migrant population at local level in the Marche region, highlighting its strengths and weaknesses in the implementation of a coordinated multilevel governance, capable of supporting the formation and consolidation of a «community welfare». This will be also analysed in relation to the new challenges and criticalities that emerged with the Covid-19 syndemia. In particular, starting from the results of an empirical research conducted in the Marche region between 2020 and 2021 through 22 semi-structured interviews with key actors, the work will highlight the limits and potentials of implementing a participatory planning process, paying particular attention to the role that third sector and civil society actors play in this process, as well as in the implementation of services, and the impact that the Covid-19 syndemia has had on these processes.
