Abstract

The essay aims to analyze access to health services by immigrants, to highlight the critical issue, and in particular, to discuss how such access as well as having beneficial effect on health and it is essential for learning the rules of operation of the host society, as well as to introduce organizational changes in the same structures. Such learning, not without cost, it assumes the role of empowerment of individuals and the activation of expendale resources in other contexts. Access to health services becomes a double elements in the construction of citizenship.
