Abstract
This paper discusses the implementation of social housing services, casting light on organizational dynamics underlying partnership projects between Third sector organizations and local public administrations. Given the divergence of stakeholders' strategies and goals, such collaborations should be analyzed in light of the dilemma between institutionalization and embeddedness, formalization and grassroots participation. The success of a partnership lies in the effort of carrying on a continual dialogue between actors' involved, in order to assimilate multiple strategies into a shared policy of fight against social exclusion.
