Abstract
This article is focused on a critical discussion of the experience of the new social card in Rome. Actually, Rome is the only metropolitan city, among those involved in the experimental phase of the social card that has not yet published the final list of beneficiaries. The reason of the delay in activating this measure of contrast to poverty is mainly rooted in three factors: the fragmentation of the informative system; the local elections held in 2013; the scandal of «Mafia Capitale». The author discusses critically the process followed by the City Council government to introduce this measure, putting into evidence the difficulties and the obstacles met.
