Abstract
On the eve of the new reform on active labor market policies and public employment services pursued by the Jobs Act through the establishment of the National Agency's work (Anpal), there are high expectations towards the so called voucher of relocation. The new tool aims to facilitate the engagement of unemployed recipients of certain social security benefits. The proposal of vouchers is inspired by current most significant experience in Italy, or the so called Dote Unica Lavoro (Dul), an active labour market program initiated in October of 2013 in Lombardy Region and which involved more than 180 accredited and able to re-locate in the labour market more than 53,000 recipients. The experience was significant both in terms of resources invested (the total amount of gifts was approximately 145 million euro) and in terms of number of beneficiaries involved. Using data from administrative sources and matching techniques, this paper seeks to estimate the effects in terms of employment relocation of beneficiaries of Dote Unica Lavoro as applied by a specific provider (Afol Monza and Brianza). After a presentation of the program and the description of the data and techniques used, the article will examine the context of Monza and Brianza highlighting critical situations from employment point of view, given they represent potential beneficiaries to which the instrument under analysis is addressed to. Finally, the first results regarding the likelihood of relocation of the Brianza unemployed who benefited from the Dul are presented.
