Several factors have been transforming European societies and insisting on the relative welfare systems that are being characterized by recalibration and retrenchment phenomena. Within this changing context, a real .housing question. has gradually emerged. Contradictory outcomes emerge from the territories, which are deriving from the coexistence of a national definition of the policies objectives, regional interventions, and an articulated intervention by the municipal administrations.
