Abstract
Relations between Universities and territory are the object of a growing interest and awareness for the same Universities. However, services that produce additional income are often privileged, while activities with a social nature risk being residual, because of the progressive «marketization» of universities. Lifelong Learning and Certification of Competences related services can make universities actors in the welfare system – and in the learnfare one – strengthen their contribution to local development and their awareness of the relevance of this mission.
