Abstract
This article aims to investigate the processes of desemantization and resemantization by considering as its object of investigation the process of elaboration and construction of the largest neighborhood of public housing in Europe, the Tor Bella Monaca district, built in the city of Rome. My goal is to show how in the design, management and administrative process different forms of textuality are related in a process of intersemiotic translation that causes continuous phenomena of desemantization, and how the resemantization actions of the inhabitants are related to this imperfect enunciative process
