Decentralisation and Resilience: A Multidimensional Approach Using the Regional Authority Index

Abstract
This paper examines the relationship between decentralisation and resilience across 162 EU NUTS-2 regions in 20 countries. The analysis departs from common practice on both decentralisation and resilience in two main respects. First, decentralisation is measured according to the Regional Authority Index. Second, resilience is measured in terms of multidimensional wellbeing. Our novel multidimensional approach provides incidental evidence that decentralisation positively affects aggregate multidimensional wellbeing limited to a subset of dimensions. Namely, education, innovation, safety, and mobility. However, the empirical analysis fails to detect a statistically significant effect of decentralisation on regional economic resilience.
