Abstract
This article examines the decisions taken by the Lombardy Region about the demarcation and development of inner areas, as well as their governance. Through a documentary analysis of regional plans and deliberations, the article examines the boundaries of these areas distinctly and defines their characteristics and challenges. Concurrently, it provides an overview of the regional policies implemented to address socioeconomic disparities locally and govern them and offers guidance for their long-term planning. The results reveal a commitment from the Lombardy Region in promoting local development, underscoring a diverse economic, social, and demographic situation that is not necessarily indicative of decline, with the collaboration of local entities
