Abstract
The work analyses the contribution of comparative doctrine on the relationship between representative democracy and forms of participation of civil society, in relation to the regulatory function within the main jurisdictions. The author illustrates the evolution of comparative administrative law studies and shows the main difficulties of connection between representative democracy and regulation, highlighting the topics on which it is essential to continue studies, guarantee the effectiveness of participation and fill the democratic deficit, beyond the simple procedural rules
