This Article aims at shedding light on the current state of the art reached by Italian and foreign scholarship on the very complex relationship between technology, security – in particular, measures to fight and prevent international terrorism –, and human rights. Therefore, this work focuses on scholarly theorizations regarding the impact of mass surveillance, the removal of terrorist content online, and the use of biometric data on human rights in the field of public security. In conclusion, the Author brings forward some considerations on the legal issues raised by resort to advanced technology – including artificial intelligence – in counterterrorism, paving the way for further research.
