Abstract

The paper deals with the initiatives carried out by the EU aimed at undermining the sense of mistrust towards European integration. In particular, after a brief analysis of the Bratislava Declaration and the White Paper on the Future of Europe and the way forward, it focuses on the enhanced cooperation, which is a valuable tool to use when the ordinary legislative process leads to a phase of stall. Indeed, thanks to enhanced cooperation (articles 20 TEU, 326-344 TFEU), it is possible to adopt more advanced legislation that only applies to certain States (at least 9) and that it is alongside the common rules that remain applicable for Member States that do not take part.
