Abstract
The right to an effective political participation has a central role within minority rights. The present essay aims to explore its implementation in the local government through non-electoral institutional mechanisms in Europe. Firstly, the European and International legal framework of the study will be presented, along with a definition of effective participation and a classification of non-electoral institutional solutions. Afterward some practical cases of implementation will be analyzed, referring to municipal consultative bodies for minorities (Serbia, Macedonia) and local enforcement of cultural/personal autonomy of minorities (Slovenia, Hungary).
