Abstract

The purpose of this work is to identify the difficult path of “digitalisationµ that Public Administrations are facing. A deep innovation and revolution of the Public Administration will be concluded when it will be completely reinvented from its roots. The innovation is not only related to the process of simplification in the relations between citizens and public administration. A new model will be implemented when the rules and processes that regulate the Public Administration will have a native digital shape. Nowadays, the most part of the digital Public Administration lays on the mere digitalisation of analogical documents (i.e. paper files converted in electronic files). Since the Public Administration pre-exist the digital reforms and we have to handle this transition, the challenges of the digital “dematerialisationµ of content, including easier and quicker access to documents, are the most critic area of reform.
