Abstract

According to the thesis of the Eurosceptics, the so-called “democratic deficitµ that rests on the European Union does not depend on any construction errors, but on the absence of a European demos, that is of a culturally integrated homogeneous political community. To the present perspective, an alternative can be opposed. The hypothesis to be advanced on this matter is that, on the one hand, supranational forms of solidarity can find their roots in a context that presents features different from the one of the State space. On the other, they can derive from socio-cultural resources that are born and feed on both shared practices over time and future expectations.
