Abstract
The paper identifies the origin of responsibility in the function, common to all its legal manifestations, of limitation to the exercise of powers and to that of political sovereignty itself. Responsibility lies within the constitutional instruments; its historical content is in the awareness of anyone exercising a right or a power of the overall framework within which it must act. This function proves to be current in the Covid-19 experience, with the consequent loss of sociality and the weakness of parliaments and rights. Responsibility is identified as an antidote to the social anger caused by random choices and a lack of project.
