Abstract
On July 14, 2016 the main Italian social partners - the employers' association Confindustria and the workers trade unions CGIL-CISL-UIL - signed a national framework agreement setting the procedures for extending to firms without union representation the fiscal benefits which the 2016 Stability Law introduced for performance-related pay and occupational welfare provisions envisaged by territorial collective agreements. This note illustrates and briefly comments on the agreement within the relevant institutional and legislative context; it also draws attention to the positions of the parties involved along with a discussion of possible shortcomings in firm-level welfare, particularly concerning the trade-off between immediate and future benefits.
