Abstract
Twenty years ago, a long-awaited national framework law on social services was introduced in Italy. Intrinsic shortcomings, political discontinuity and financial constraints hindered the following implementation process. As a consequence, despite the innovations brought about by the law, the territorial differentiation in the quality and quantity of social service provision persists.
