Abstract

The text examines the law proposal that transforms the new organization of the ministry of Culture and provides for other interventions in the field of culture and public administration, with clear innovations in the ministry structure. The analysis highlights the problems and critical points of these initiatives, including the risk of spoils system mechanisms, focusing on the assignments of retired staff and the Oecd statistical data regarding the public employment.
