Drawing on the Bruno Zanardi and Enzo Siviero's observations, the Director of this Journal outlines the limits (resistance of center to any attempt to reform, center-periphery relation) and the delays (training of operators) that earthquakes and calamities lay punctually bare on the institutional system.
