Abstract

The Decree-Law (D.L.) No. 91 of 8 August 2013 amended and converted into Law 7 October 2013, No.212, so-called "Valore Cultura", is aimed at relaunching cinema, music and other live performances. The urgent character of the approval process probably explains why the true impact of the adopted measures on the promotion of these cultural sector expressions is questionable. Most of the provisions consist of minor financial or fiscal measures. There are no signs of any major reform able to respond to the needs and demands of this cultural field. Only Opera Houses Foundations are subject to significant structural changes, but these changes seem not to lead to a real reform but just mark a return to the past.
